Ranchi, Jul 13 (PTI) Jharkhand Rural Development minister Dipika Pandey Singh on Monday said that the Panchayat Extension of Scheduled Areas (PESA) rules are being implemented effectively to empower tribal communities in scheduled areas to exercise self-governance. Women are being given priority for the post of assistant secretary in the formation of the gram sabha, ensuring their roles and participation, she said. Addressing a workshop in institutionalising synergy between Panchayati Raj Institutions (PRIs) and community-based organizations (CBOs) for inclusive local development in Jharkhand, Pandey said the main objective of the workshop is to make the panchayats and villages economically and socially prosperous, and increase the means of livelihood. "Continuous efforts are being made for the effective implementation of the PESA rules in the state. Priority has been given to women for the post of assistant secretary in the formation of gram sabhas, with the aim of ensuring their active role and participation. When we envision a prosperous Jharkhand, it does not seem possible without the inclusion of women," the minister said. Jharkhand government notified the PESA rules in January, aiming to restore and protect the rights of tribal communities over their land, water, forest resources, culture, and governance systems. They extend decentralised democracy to tribal communities by empowering tribal gram sabhas. She said Jharkhand is known for its rich mineral resources, but there is a need to focus on the vast possibilities that lie beyond this. "The state's tourist destinations are no less attractive and enchanting than those in other parts of the country or abroad. Through mutual coordination and teamwork, better employment opportunities can be generated here. Resources can be utilised more effectively.
