Terna River and Water Systems of Osmanabad

The Terna river, a tributary of the Godavari, flows through Osmanabad district providing the primary surface water resource in this drought-prone zone. The Lower Terna dam and canal system irrigate agricultural land in Osmanabad and Latur districts, enabling rabi wheat and chickpea cultivation in the command area. Traditional water management in Osmanabad's villages used barav (step-wells) and phad (perennial water body with distribution system) irrigation systems. The phad irrigation system, practised along seasonal rivers, involves community-constructed weirs that divert flow into stone-lined channels, distributing water on a rotational warabandi system. This system predates modern canal irrigation and demonstrates sophisticated hydraulic governance. Community organisations working on water security in Osmanabad have revived phad irrigation on minor streams where Terna project canals have not reached, demonstrating the continued relevance of traditional water management.
