Haryana Khap Community Water Commons Ecology

Haryana's khap panchayat system, the traditional community governance institution of Jat and non-Jat gotra (clan) councils, historically managed access to village commons including water bodies (johads), grassland (charagah), and forest (van) to prevent overexploitation. Khap decisions on water management — including rules for well maintenance, tank desilting, and seasonal waterway cleaning — were binding on communities across multiple villages and maintained the Haryana plain's ecological balance before canal irrigation changed land use. Revival movements led by water conservationists like Rajendra Singh's Tarun Bharat Sangh use traditional khap consensus-building to reconstruct johad water harvesting ponds in Haryana and Rajasthan.
