Patna, Jul 15: Bihar Board of Revenue launches the disciplinary proceedings certification portal for mandatory training of government officers.
Editorial
Patna, Jul 15 (PTI) The Bihar government on Wednesday launched a portal for compulsory certification around knowledge of disciplinary proceeding rules before the confirmation of services of officers.
The portal, bor-dp.bihar.gov.in, was launched by the Board of Revenue to ensure a "misconduct-free" and legally sound administrative system.
“The initiative aims to ensure that government officers are well-versed in departmental procedures and the rules governing administrative actions. All government officers and employees must understand how disciplinary action is taken and based on what rules,” Chairman-cum-Member of the Board of Revenue, Harjot Kaur Bamhrah, told PTI.
The recruits of the Bihar State Services and the All India Services would be provided with case studies of disciplinary action, which they would assess and submit as a report on the portal. Following examination and approval by an assigned examining authority, the service of the recruits would be confirmed, she said.
“Understanding of the Bihar Government Servant (Classification, Control and Appeal) Rules, 2005, commonly known as the Bihar CCA Rules, is essential for all government servants. This training will help officers understand departmental procedures”, Bamhrah said.
The official noted that courts have frequently set aside penalties imposed in disciplinary proceedings because prescribed procedures were not followed properly or rules were overlooked.
An official communication to this effect has been sent to all departments to ensure that the initiative is properly implemented, she added. PTI SUK PKD NN
