Editorial

Chandigarh, Jul 9 (PTI) The Haryana government has made vigilance clearance mandatory for major service-related matters involving Group 'A' and Group 'B' officers to promote transparency and accountability in administration. The new guidelines, issued by Chief Secretary Anurag Rastogi, require vigilance clearance or a no-objection certificate (NOC) for cases related to promotions, pension and superannuation, deputation, passport issuance and other notified service matters, an official statement said here on Thursday. Departments have been directed to submit complete proposals in the prescribed format. In retirement cases, proposals must be sent at least one year before the date of superannuation to ensure the timely processing of pension benefits. The government said all information must be accurate and verified, warning that concealment or suppression of facts will be viewed seriously. Administrative Secretaries and Heads of Departments have been made responsible for ensuring that no case under the specified categories is processed without obtaining vigilance clearance.
