The Visakhapatnam Steel Plant, established in 1982 as the Rashtriya Ispat Nigam Limited (RINL) and the only shore-based integrated steel plant in India, represents the central industrial livelihood institution of the Visakhapatnam district workforce, employing over 17,000 workers directly and supporting over 50,000 workers in associated industries across the port and Ukkunagaram township that was built to house the plant workforce. The plant, built after a long agitation by Andhra Pradesh workers who demanded a steel plant for the region, operates blast furnaces, BOF steel making, and rolling mills producing structural sections, wire rods, and bars for the construction industry. The Visakhapatnam port adjacent to the plant handles iron ore import from Odisha and Chhattisgarh and finished steel export, making RINL a vertically integrated port-based enterprise. The workers of RINL are organised into the National Metalworkers Federation and the workers township Ukkunagaram has schools, hospitals, and cultural infrastructure that has produced a distinct steel-worker community identity. RINL faces competitive pressure from private integrated steel producers and periodic government disinvestment proposals that have been resisted by the workforce.
