Mandi district's agriculture depends on traditional kul irrigation systems diverting Beas river water and numerous mountain streams to terrace fields through earthen channels maintained by farming communities. The kul system requires collective organisation for channel construction, maintenance, and water distribution through seasonal rotations. Traditional water rights and allocation rules embedded in community custom regulate access equitably. The terraced landscape of Mandi district created through generations of agricultural labour represents a cultural landscape of enormous significance. Traditional knowledge of water source locations, channel gradient management, and seasonal flow patterns is transmitted through farming families. Government canal systems supplement traditional kuls in some areas but thousands of traditional irrigation channels remain community maintained.
