Sutlej River Water Heritage and Traditional Irrigation Shimla

The Sutlej (Satluj) river originating from Mansarovar lake in Tibet flows through Shimla district creating the deep Rampur and Wangtu gorges before entering the plains. Traditional kul (channel) irrigation systems divert mountain streams to terrace fields through gravity-fed earthen channels requiring community maintenance. The kul system represents collective water management where upstream users cannot block water reaching downstream fields - an equity principle maintained through community agreement. Knowledge of spring locations, snowmelt timing, and seasonal water availability guides agricultural planning. The Nathpa Jhakri hydroelectric project harnessing the Sutlej is a major infrastructure element. Traditional water sharing customs continue in areas where formal irrigation infrastructure has not reached.
