Shimla, Jul 6 (PTI) Himachal BJP spokesperson and MLA Rakesh Jamwal on Monday raised concerns over the functioning of the Himachal Pradesh State Pollution Control Board (HPSPCB) and demanded a high-level, independent inquiry into alleged irregularities by the body.
He also demanded the government to ensure strict action against anyone found guilty of violating rules or engaging in corrupt practices.
Jamwal, in a press statement issued here, said the manner in which administrative decisions, appointments and statutory clearances are being handled has raised several serious questions.
He alleged the present administrative arrangement within the HPSPCB appears to compromise the independence of the appellate mechanism. The member secretary, whose decisions are subject to appeal, has been placed in a position that raises concerns about the fairness and transparency of the appeal process. "Such an arrangement goes against the basic principles of natural justice and institutional accountability," he claimed.
Jamwal further alleged that key functions, including the issuance of consent approvals and official communications, are reportedly being handled by an officer on special duty (OSD), raising questions about whether due procedure and statutory norms are being followed.
"If a handful of individuals are exercising disproportionate control over critical decisions, it warrants a thorough investigation," he said.
The BJP spokesperson alleged that the HPSPCB has become a centre of serious administrative irregularities and that reports of corruption deserve a comprehensive investigation.
He demanded that all records related to appointments, consent clearances, file movement and the functioning of the appellate mechanism be examined by an independent agency. PTI COR ARB ARB
