Sivakasi in Virudhunagar district of Tamil Nadu is India's principal centre for fireworks and safety match manufacture, accounting for approximately 90% of national fireworks output and 65% of matchbox production from over 800 licensed fireworks factories and 300 match factories concentrated in Sivakasi town and its industrial satellite clusters of Sattur and Kovilpatti. The industry employs over 300,000 workers from Nadar and Vellalar communities in controlled-composition manufacturing of flowerpots, aerial shells, ground spinners, and sparklers using potassium nitrate, charcoal, sulphur, and metal salt colour-producing compounds under Petroleum and Explosives Safety Organisation licences. Fireworks demand peaks for Diwali, Tamil New Year, and Hindu weddings. Sivakasi factories operate as licensed premises sub-contracting powder mixing and assembly to approved independent sheds — a structure that has undergone reform since the 2012 Sivakasi factory fire led to stricter PESO inspection regimes. Child labour elimination campaigns by the Sivakasi Child Labour Learning Centres from 2000 onwards substantially reduced underage employment in the industry, and government vocational training centres now run skill programmes for former child workers and their families.
