Cuttack's Baliyatra festival (held on the full moon of Kartik, October-November) commemorates the ancient maritime trade between Kalinga (Odisha) and Bali, Java, Sumatra, and Sri Lanka — a 2,000-year tradition of Sadhabas (merchant sailors) who set sail from the Mahanadi estuary in October aboard boita (boats) laden with textiles, spices, and craft goods. The Baliyatra festival is the largest open fair in the Indian subcontinent, attracting millions to the Mahanadi banks in Cuttack for eight days, where toy boat floating rituals, trade fair, and cultural programs remember the seafaring heritage. Cuttack is built on an island in the Mahanadi delta and is Odisha's commercial and judicial capital, with its Barabati fort and Odisha High Court as heritage landmarks of the region's strategic importance.
